"Metal Reclamation Facilities", i.e. scrapyards, are not known for being high-tech. They are also known for running very tight budgets, using low- to no- education employees, and paying minimally.
Being scrapyards, things get smashed. Therefore, buying nice fiberglass ladders every month to replace damaged ones (which won't sit solidly on uneven ground anyways), is not going to happen.
As is noted, there's no evidence that the pallet is being used as a ladder. However, having done the same thing often at the same place, I can assure you that it is as safe an application as a $200 ladder.
