What makes you think either of those pallets are being used as a ladder? These two hulks are sitting in a junkyard. Note all the other non-locomotive junk lying around. Is it possible the pallets were just leaned there? And if someone did try to use either of them as a ladder, why? I don't see anything that would become any more accessible by climbing on one of those pallets.
