I don't know where you get the idea that "there is usually no money" for these types of projects. Railroad stations and other historic buildings have been renovated all over the US using government and non-government funds. That's not to say such funding is easy to come by, but those people who are sufficiently dedicated often manage to restore historic structures.
One source of funding for renovating old train stations is federal transportation enhancement funds. Whether this source will be available in the future will depend on the outcome of the reauthorization of the federal transportation act.
