BNSF 999000

This morning around 10:00, an eastbound BNSF manifest departed Washougal, WA with a caboose at the rear of the train. The caboose was freshly painted in standard BNSF boxcar red with the powerbar logo under the cupola. It was numbered 999000, and appeared to be set up for occupancy - not just going somewhere as a riding platform. Anyone know what is up with this?
