I suspect it's a former BN caboose, side sill details point me that way. When BNSF had a derailment last month, the track panel train showed up with a green swoosh caboose that they refered to on the radio as the restroom car, and appeared to be used for that and as an office for the clean-up. Caboose didn't leave until all BNSF clean-up crews were finished.
