It is not only the NCRA and SMART. How many other government agencies are or will be involved? The FRA, CalTrans, FEMA, the California PUC, STB, and a multitude of other either already or will have their grubby little hands in the monetary pie.

It seems to me that all the people involved in this subscribe to the old saying that the first directive of government is to preserve government. The last thing either board wants is to have an operating railroad as that would mean they might have to do something instead of sitting on their fat ass.
