Your right! But the NCRA is incapable of taking on anyone. If it was a strong, credible organization trains would have been running over a year ago.Its a very weak organization headed by a weak soft spoken director who distains confrontation. It has been unable to repair the railroad after spending over fourty million dollars. Its directors never question why. No one hammers the project manager why after all these years and money spent it still needs more time, money and work. City's take it to court sue and win. SMART with ten times the budget, sees all this and knows the fumbling wussies at NCRA are no match and will capitulate.
