Will someone please explain how if two boards, one of which has been opereating for ten years, cannot get a basic railroad in operation over existing track, how in the hell is any agency in this state going to build 400 miles of high speed rail? Where are they going to get 40 billion dollars in a state that is teetering on financial collapse?

The NCRA/NWP/SMART debacle is just a microcosm of what high speed rail will become. Somehow, the state needs to find a way to get one rail system up and operating before it tackles what portends to be the greatest boondoggle and money pit California has ever seen.

It would seem to me that California should take a lesson from Chile. If those miners had been trapped in California, they would have died of old age before the EIR's, funding, deciding who would be the lead agency or anything else was in place.
