I seems to me that SMART has a vested interest in keeping the NCRA/NWP closed, as the work they need to complete in order to run 'doodle bugs' will cost more if freight is running while the work is completed, and secondly this may be their only time to get the contract altered as it will be difficult to do once service starts.

In addition (folks correct me if I am wrong) but are not many members of the SMART board the same folks who are upset because trains will return to Novato?
