second--first is the First (NB) Second (SB) Av Line in Manhattan the inadequate temporary replacement for an El torn down nearly six decades ago. New Yorkers have voted bond issues three times to build a subway. The very short stub currently under construction is likely all that will be built. Meanwhile NYC Transit is implementing BRT lite. sound familiar?
