I couldn't agree with OPB more.
I am beginning to think that the problems plaguing these rail projects - SMART, Muni's Central Subway, the CHSRA immediately come to mind - stem mainly from politicized central planning. The Soviet Union over the course of its existence suffered from mistake after mistake due to the bungling of apparatchiks. In the case of the CHSRA there is supposed to be private investment whose expertise would theoretically help with profitability. But I don't foresee any genuine at-risk entrepreneurs getting involved. I'd sure like to see Richard Branson & staff's evaluation of the Tehachapi detour.
As far as SMART vs. NCRA-NWP is concerned there is a limit to SMART's obstructionism. Even SMART's most rabid cheerleaders, like the Santa Rosa PD, are running out of patience. And don't forget Doug Bosco, who is well connected to the local political insiders.
