IIRC, Saco was the end of a short pipeline from Oildale, or maybe McKittrick, and was located there to allow for loading of the tanktrain cars. Once the pipeline was extended over the Grapevine to the LA Harbor area the tanktrain over Tehachapi was no longer needed.
