Well lets see. No high speed rail means gridlock in all major cities in Calif. by 2020 or earlier. Some high speed rail in Calif is better than none. The best place to see the promised grid lock will be in Southern Calif. So I guess the tea bagers will be walking soon.

More is the pity.
