The plan the CHSRA scabbed together is really crappy. And they do not want to consider any revision. With that kind of intransigeance they deserve having their funding cut.
In the north Altamont and in the south Tejon are superior routings, with 99 vs. I-5 a tossup in the middle, IMHO. The question about I-5 is whether there is any way to proceed down the median without materially altering the overpasses. If so, the I-5 racetrack could prove to be a comparative bargain.
There is no way in hell the CHSRA scheme will not incur operating deficits. Even the fastest route will have a hard time breaking even. And that would be with a private operator.
