Ostrum, liberal democrats controlled both houses of Congress starting in 2007 and Congress and the White House starting in 2009 with unassailable majorites in the legislature. Why isn't Amtrak so flush with funding from all those rail supporting congress critters that current considerations wouldn't matter. Amtrak had all that support and still is a bunch of cars short of an express train to the future.
