As a blanket statement, that is a lot of crap. I helped Ken Yeo survey the equipment shortly after it arrived. There was not a single one of the diesels that stood a chance in hell of running due to engine failures, stolen parts and years of storage in the Belen roundhouse. Traction motor cables were cut, valuable parts were gone and most had been set aside for serious mechanical failures in the first place. The M190 was so far gone that it needed an engine change. This is not to say that they did not decay further in the years since but they sure were not "in excellent condition".
I can't speak to the condition of the steamers.
