I would agree that the requirements to use "over" and "out" in radio transmissions is somewhat unnecessary, however, it is mandated by FRA. See the following starting at 220.27

Part 220

Radio communications by commerical pilots is arguably at least as critical for safety as that found on the railroad. However you'll only hear terse communications such as "Minneapolis Center this is [airline call sign and flight number] checking in at three-five zero" followed by something like, "[airline call sign and flight number] turn 5 degrees left for traffic."
