Article was certainly written from a anti-HSR bias but at least they warn you in their header.
I don't doubt that there are troubles in the GIANT HSR projects but at least they are investing in their infracture. The numbers of people carried by the railroads in China just blows my mind.
One needs to remember that China operates differently than what we might consider acceptable business behavior. A certain level of graft is acceptable.....sounds like someone got greedy and/or didn't share.
