MVS has obviously never been on the Gold Line at Rush Hour?
Last week, during rush hour, I didn't see any trucks passing any trains on the 210? I saw just the opposite, on what is now the region's busiest freeway. The extension to Glendora will average 47 mph, which will make it one of the fastest LRT lines in the nation, and way better than the average 15-20 mph "top" rush hour speeds on the I-210 over that segment. This segment is half the price, nearly twice as long, and is estimated to perform, at least as good, if not better than the ELA extension.
Arroyo Parkway is a mess because the City of Pasadena has failed to properly integrate its computerized signal system, and has "de facto" "de-emphasized" Arroyo Parkway, with the signal timing patterns they have chosen to implement in that part of town. The screwed up timing and diagonal crosswalks in Old Pasadena add to the traffic delays immensely in that part of town, as well.
You're right about going to Montclair or Ontario Airport being problematic. The modeling for an LRT extension beyond Citrus College shows pretty poor patronage. Connecting the remainder of the Pasadena Sub to the Azusa Branch with a connection at Irwindale Avenue could allow for Metrolink Service to serve San Dimas, Glendora and Azusa, with a cross platform connection with the Gold Line to Pasadena, and relieve congestion for more all day two way Metrolink operations on the San Bernardino Line. It would be cheaper and the passenger volumes carried would be far more likely to justify the costs.
