At one time Amtrak had applied for a waiver to operate the Talgo trainsets at a higher speed than standard passenger equipment, did they ever get that waiver, and if so, how much faster than a standard passenger train did they operate, and, are the Amfleet and Horizon cars operating at the Talgo speeds or normal passenger speeds? How much higher (if any) is the seating capacity per trainset over the Talgo trains? As for state mandated artwork, Washington state law requires a certain percentage of a project's cost go to artwork, INCLUDING prisons and jails. Convicts in the state are enjoying (?) millions of dollars worth of artwork---if they can figure out what some of the "Artwork" is. The large rocks with the cables through them at the Spokane Intermodal Center (former NP/BN depot) are the artwork for that project (about $500,000 worth)---know two people on the selection committee, that was the best, least pornographic, of 50 or so submissions they got, and restoring the NP fountain and garden wouldn't have counted as artwork. Oh, well.
