That is usually the case as well. The group that puts it together that no longer wants to do it will blame it on somebody else so that they don't have to take the blame for it. I remember a drawing that was posted at the Glendale Model Railroad Club years ago that said, "We're a Stable Organization. We Shoot the Bull and Pass the Buck!"
