There is a lot of speculation about exactly what is going to happen when the widening project finishes. The costs to widen will be passed onto the ships that pass through via user fees. Whether that will be spread amoungst all vessels or only those that can pass only after the widening is yet to be seen. This cost increase is leaving the ship owner/operators with a wait and see attitude. You can be sure they will pencil everything out to make sure it makes econimic sense to send a ship through with those higher fees, rather than port to a West Coast port and use a land bridge.
