For clarity, the sale of the Santa Cruz branch property to the county is not contingent on its operation by a third-party rail operator. As explained in the recent STB decision, UP would still retain operational responsibility. Currently, SERA leases the operating rights from UP. UP is free to lease it to another operator after SERA vacates their lease.
