Hello Dick;
Could be, but also in Modoc Norther's situation, it wasn't too smart to be spending big bucks on rebuilding and spraying fancy paint jobs on some old SD9's and GE junkers!
They should have leased something like GP38-2's or GP40-2's!
The money spent on locomotives was precious cash down the drain!
