Caterpillar/Progress closing EMD London,Ontario plant?

Reported on another board (not TO) - it looks like the London, Ontario plant that has been on strike or lock out since January 1st will not reopen. Google brings up several news reports confirming this. Don't know if this is to force the Canadian Auto Workers to accept Cat's last offer and a huge pay cut, or this is really the end of EMD at London. Can EMD still meet its obligations on an economical scale using Progress Rail faicilities? There is also supposed to be a new EMD plant in Indiana? Was London just an assembly plant - or did they actually make some of the components there? Super Steel to get new contracts. MPI in Boise did build some cabs for EMD, but I think they had a huge falling out since.
