In a way, it probably was to be expected. GMD was set up in the late 40's for the same reason Montreal Locomotive Works built diesels under license from ALCO, to get around tariff laws that prevented imports from the United States. When volume dropped off in the late 80's and EMD closed La Grange in 1991, the tariffs had been lifted and London could take care of production demands at the time. With the new plant, the idea of keeping two operations going probably wasn't a good business idea.
