There were three public crossings. I was mostly concerned about one particular crossing.

There were private crossings in which the whistle was sounded at one but not others. At one crossing where there were people working (cutting a tree) near the tracks, the train did stop short, blow the whistle and ring plenty of bells before proceeding, although the people working were a good 15-20 feet away.
