There is no plan that everyone agrees with, and no compromise. The trail folks were given an inch, and took thirteen miles.

To understand this, only plan presented by trail folks is rail with trail from Samoa to Arcata, the trail only from Arcata to Eureka. By an econiomic study, and business plan THA needs rail from Samoa to Eureka. Eureka is the big city, and where your money is. To restrict the rail like this, means the tourist train will die out, and so will the museum.
