As I understood the proposed plan, they will not be tearing out the tracks from Arcata to Eureka, they simply won't be rebuilding them as part of the proposal. The rail section from Scotia to Arcata would be refurbished and Arcata to Eureka would be refurbished later under a different plan (perhaps tied to different grants?).
