I think Capdiamont and Dave are right. Just look at the graphic. The trail people get their trail, all around the Bay, but the Arcata-Eureka track becomes the trail and gets "railbanked." One could argue a 7 or 8 mile museum railroad between Arcata and Samoa would be more than enough, especially if THA could use the existing Y trackage in Arcata and install the NWP Eureka turntable at the Samoa Roundhouse. But the arguments for keeping the track to Eureka are very valid. The real question is where does all this money come from. Arguments for the "greater good" could be made for both sides of the issue as both museum/rail and trail could play a major part in Humboldt Bay's economic future. Lets hope the proposal gets this argument off "dead center" where it has been for two decades.
