Respectfully, you don't know what you're talking about. If state parks had to cover costs from "fares" the entrance fee for most would need to be on the order of Disneyland -- or higher, due to the sparse attendance. State parks are the People's asset, and much of the cost has to be covered from taxes (spread over everybody) with as much as is affordable from entrance fees.
I doubt CSRM even covers all costs from entrance fees, considering how reasonable (as museums go) they are. They might come close to covering out-of-pocket costs, given their traffic volume. Sort of like passenger trains: at best, fares might cover direct operating cost (fuel, crew, etc.) but never (even under private operation) fully allocated cost including purchase, construction, and maintenance of the track and equipment.
