SN never had a museum at RVJ either. It was a stop in the middle of nowhere between Pittsburg & Sacramento that just happened to be next to a state highway, so land was available to build a museum there at a reasonable price and that was easily accessible by the public.
I'd say to &^&* with the purists - if a loop at Molina makes sense (sounds like it does) and the land and materials and labor are available (sounds like the land is and if some of the folks here are willing to chip in the rest might be), build it. You have a lot of good historical track to run on; there's no need to get anal about terminal activities that are strictly related to having a safe and effective museum operation.
BTW - was a BAERA member back in the 1960s. Left the area after that and never re-joined. The group was a bit odd at the time ... sounds like the internal politics remain amusing.
