The Illinois Department of Trasprtation HSR plans are very public. They even have a website dedicated specifically to this project, here: [idothsr.org]
There is also a page to sign up for their email newsletter: [idothsr.org]
The RFP for these cars was released to the public about 6 months ago, on April 20 2012.

How can you claim that the public was not notifed?
