This is OT, but why is "completing" I-710 needed? Is the economy of Pasadena suffering from not having this highway connection to the south? Do we need it because the Pasadena Gold line was built to the ridiculously limited standards of light rail, when it should have been made a heavy rail line --maybe even one compatible with limited late-night freight service?

This VERY expensive tunnel project would seem to primarily serve as a boon to trucking companies by giving them another route from the harbor to the Grapevine and I-5. Caltrans pursues some pretty idiotic projects due to their undying love of building roads irrespective of the desires of the people that actually live nearby. Look at what San Francisco went through to get rid of the Embarcadero and Central Freeways; roads that Caltrans had been dead set on rebuilding. I live half a block away from where the double-deck Central Freeway had been. While it was here, the neighborhood was filled with prostitutes and drug dealers. My neighborhood is vastly improved since it was torn down. The era of urban freeways is over, but Caltrans has not seemed to have figured that out.
