The 710 project through South Pasadena is being pushed by the LA MTA, not Caltrans. They've got $$ in one of their local funding sources for the route. If or when completed, it will provide an alternate route for cars (and trucks though with the grades on the 210, less likely) to go around downtown LA instead of through it. I do think the tunnel is WAY too expensive compared to a surface (depressed or elevated on fill).
