The part you guys are missing is that you have to apply for common carrier status to qualify for it. As of now the line is not listed as a common carrier therefore it is treated more like a switching service not a railroad. Also, the customers are not fully dependnant on the rail and current shippers dont seem to care that the railroad is going out of business regardless of how much they are saving in trucking costs.
