1) I believe it's Alsthom (a Canadian-based transit/rail/etc. equipment firm) not Alstroms.
2) I believe it's Lennar not Lennare. Very large development company with lots of money and lawyers. Frankly, there's probably nothing the City of Vallejo could legally do to change Lennar's plans whatever they are and whenever they feel like carrying them out; they have received their legal entitlements to a plan of land development and, having spent some money on it, they own not only the land but the plan regardless of what the City or anybody else might like now. Research the concept of "vested rights" if you want more information.
3) If you want to save the railroad, bring money and make Lennar an offer. They own the place. Be aware that in addition to whatever purchase arrangements are made you would probably need to cover their costs involved with changing whatever plans and zoning are affected by keeping the railroad and related land uses. There's no way you or anybody else here has that kind of money, and if you did it would make no economic sense to throw it at the Mare Island operation even compared to something like, oh, YW.
