I can only speak to the #701 and #702.

First off, Bob Steele & Associates purchased the two locomotives. While the Port of Tillamook Bay Railroad hosted BS&A operations, they were never involved in the ownership of either locomotive.

Second, unless someone has something more definitive, it appears BS&A only ever used the #702 on the Oregon Coast Express. One reference I just looked at indicates the OCE leased locomotives from the POTB when the #702 was unavailable. BS&A did own both locomotives at the time.

Third, the Spirit of Oregon Dinner Train was another Bob Steele & Associates operation. The Oregon Coast Express operation showed some promise, but wrapped up operations after the 1990 season due to a combination of factors, mostly high cost of liability insurance and trouble fitting the OCE operations around track rehabilitation the POTB then had on-going. BS&A instead founded the Spirit of Oregon Dinner Train, which launched operations using both the #701 and #702 out of Roy, OR, in 1993. The Spirit of Oregon lasted until 1996, when it too folded. The Mt. Hood Railroad initially leased the dinner train set, including the locomotives, and started running it over their railroad in 1997. When the train proved to be a success, that railroad did purchase the equipment. However, by this point the MH had soured on the C-415s and sold them to the Burlington Junction.

As far as I know, one or both of the C-415s are still in service on the Burlington Junction- if you scroll over that railroad in Google Earth, their imagery dated 11 October 2012 shows one of the C-415s switching cars down near the river. If you "drive" Bluff Road on Google Earth, one of the units is just visible looking between two red buildings at 1582 Bluff Creek Road. I don't see any other C-415s in the Google imagery, though there are a number of sheds in which one or more of the units could be hiding.
