It does seem odd that Steele would buy a THIRD GE 80 ton. I believe that both of POTB's 80 tons were parked operable when they began leasing an SD9 from SP to initially operate Tillamook to Batterson. One of the POTB 80T was ex military, the other was xLP&N built the same year, so the parts should have easily been interchangeable.

Finding a serial number or frame/batch number on Samuel's surviving 80 ton might provide an answer.
