SP power on the point of the starlight

Why was it commonplace for SP power to be on the point of Amtrak trains in the 80's including but not limited to the coast starlight? Was Amtrak maintenince trivial back then, As host RR power on the point of Amtrak trains today seems to be a rare occurance
