Does Metrolink have back up plans if power goes off on the coast?

With San Onofre Nuke plant forced into retirement
causing a loss of 25% of the states power capacity
and the most vunrable area to loose power South Orange County to San Diego
Does Metrolink have back up plans to keep Control Points and at Grade Crossings operating if their are blackouts?
Or will they just run everything at restricted speed and hand throw every switch and flag every crossing?
Should Metrolink and Amtrak open an Oceanside crew base to protect trains that will be on the hours of service?
