Yes, California has CAISO, the California Independent System Operator that controls the grid within California.
Yes, SDG&E is tied into the state grid system, DUH.
But local peaker plants "I BELIEVE" are not able to feed into the overall California Grid. They can only be used by the region that they are in AFAIK. Peaker plants are different than generating plants. Slymar is a generating plant. I belive there is a generating plant AND a peaker plant in Burbank. Huntington Beach was a generating plant. El Sagundo is a Generating plant. The new plant in City of Industry is a peaker plant.
My understanding of the way peaker plants operate is that say there is a shortage in San Diego. CAISO can not trigger the City of Industry peaker plant to come on-line so that CAISO can then divert more grid power to San Diego. The City of Industry peaker plant can only be triggered to go on-line if the amount of power that CAISO can direct towards the region around City of Industry is short of the needs of that region.
