Sounds like the original poster needs edumacation. Look at your own power bill. If there is a threatened BROWNOUT you (your circuit block) may be randomly volunteered to go dark. Why not ask that question of METRO who has electically powered choo-choos? And worrying about dark signals and crossings seems trivial compared to all the dark traffic signals you will encounter.
On a related note, RR's used to have battery powered crossings and signals with trickle charge. Has that gone the way of the dinosaur?
