And maybe they will someday reopen. That doesn’t mean it can't be used as a trail until then. No law against that.

And I don't think only Arcata would like to see the trail over a dead railroad. Virtually every candidate that clearly supports a trail over rail has been winning elections over the last few years in Humboldt. That trend is not going to change, and sending a person who is clipping blackberries on the tracks to jail isn’t going to help the train come back.
