Stampede Pass Status

Read last night that BNSF is about to go to bid for increasing the height of Stampede Pass tunnel. Matter that still needs resolution is disposal of interior bricks - one part of BNSF wants to stick them in an adjacent tunnel, another part wants them hauled to a landfill.

I thought this was hanging on state funding availability. Is BNSF funding this themselves or did state money come through?
