When the MILW pulled out, most of it's steel bridges were in pretty good shape. MILW did a respectable job on bridge upkeep until about a year before shutdown. Most MILW bridges were built to a higher standard in the first place due to the advances in engineering that occured over time. Earthquake upgrades I doubt would be needed, and lead paint, there are a whole bunch of hiway and other railroad briges that are in the same boat and would be in front of the line before MILW bridges. One rub I see to rebuilding though the MILW tunnel---were there not at least one, maybe two pipelines laid in it, not to mention some communications lines that were laid through the tunnel as well. I'm a little puzzled as to why the state of WA is pushing this, if the state follows through with its plans to apply carbon emission trading to ALL Washington businesses, it is unlikely more shipping lines will want to, or be able to, relocate to Washington ports, thus the demand for transportation for stacks isn't likely to grow much. The state seems pretty comitted to carbon offsets and all that stuff so I wonder what the point is?
