Funding for Stampede improvements was supposed to come largely from sales of property to King County and/or state of WA. Complicated, interconnected package of stuff involving various parties and transactions: the port and Boeing Field, the Eastside rail line, etc. Refer to my post some days ago about the Discovery Institute's (discovery.org) story titled "Eastside BNSF Rail Line Inspection Report." It's under the "more" tab of their home page news section. Also go into their Cascadia section for many more rail-related reports. I believe one story mentioned that the deadline for this transaction to cut loose money for the Stampede rehab was December 31, so perhaps that deal is done or close to done, which explains why BNSF is now calling for bids.
