In 1940 the total population of Marin County was 52,000; in 2010 it was five times greater. (US Census figures) The NWP suburban service was break even at best. When the Bridge opened in 1937 a large percentage of the commuting public started to use their own cars or bus for convenience. Remember, parking was easy, there were no Bridge delays and it at least as fast.
In San Francisco there was a general belief that the MSRY was going to come to the City with the expiration of the franchises anyway and the bond issue was just a plot to enrich the MSRY at the expense of the City.
SMART may not be the very best way but it is probably workable. Other dieselurbans such as Ottawa, Austin, Trenton, and even Portland are successful. Dallas has a new one too.
