After a runaway with a one-man MSRy car, the Silly and County passed an ordinance against one man cars (and continued the long-standing practice of nickeling and dime-ing the MSRy to death over fare increases). After WWII and all the deferred maintenance, the MSRy was /shot/, totally worn out. The City bought the system, found out how bad its condition really was, and passed an ordinance against buying used equipment, which eventually lead to the leasing of the SLPS PCCs etc. All the erudite City fathers gathered for the unloading ceremony of the first SPLS car at Elkton, and upon alighting on Muni tracks, it promptly derailed. "Whaddaya mean they're a different guage?" By this time, the Silly and County had passed an ordinance prohibiting two-man cars.
So, what's new today??
