Sadly and quite to the contrary they are machinating for BART to the Beach as we post. Fang and others are in on it.
That's why you cannot get any improvements on Geary. They want to close off any other options than broad gauge. The BRT has largely fallen thru due to lack of will to tackle the underpasses at Fillmore and Masonic. You cannot even secure trolley buses on Geary, which would not even conflict with a subway. Consider the #14 on Mission.
The reason being they want to selloff Geary Carhouse-Presidio Yard rather than expand it. On line vehicle storage there would constitute a major selling point for converting the #38 to trolley buses straightaway. But the dolts at Muni have a history going back decades of virtually giving away their greatest assets, especially real estate.
The Muni standard gauge OC subway-surface idea is DOA. Pathetic, but you do not even see TWU 250A defending their territory against Amalgamated.
